Parking Permits and HOA Move Rules in San Diego County

In most San Diego County cities, a moving truck can load at the curb without a permit, but a storage container or dumpster in the street needs one, and big trucks usually can't stay overnight. Rules differ a lot by city: Carlsbad bans containers in the street outright, while San Diego allows one week for $87.68 plus a processing fee.

Do you need a permit for a PODS container on the street?

Usually, yes. A few examples from city rules:

  • City of San Diego: Traffic Control Permit under IB 718; $87.68/week (one-week max) plus $87.68 processing; signs 72 hours ahead.
  • Carlsbad: dumpsters and storage pods aren't allowed in the paved street or on sidewalks.
  • Coronado: Right-of-Way Permit, 7-day max, 20 feet of curb; not issued if the container fits on private property.
  • Del Mar: Minor Encroachment Permit with Traffic Control Plan; No Parking signs 72 hours ahead.
  • Encinitas: $269 temporary encroachment permit plus $1 million insurance.
  • Chula Vista: $75 Temporary Encroachment Authorization.
  • El Cajon: $135 Level One encroachment permit.
  • Santee: encroachment permit, 10–15 working days to process.

Can a moving truck park overnight?

Mostly no for large trucks. The City of San Diego bars vehicles over 27 feet long and 7 feet high from parking 2–6 a.m.; Oceanside bars oversized vehicles 2–6 a.m. without a $5 permit; Carlsbad bars them 2–5 a.m.; and Del Mar limits oversize vehicles to four hours at any time. Active loading and unloading is generally allowed.

What can an HOA charge for moving in or out?

California Civil Code §5600 bars an association from charging a fee that exceeds the amount needed to cover the cost it's levied for, and that limit applies to move-in and move-out fees. HOAs can still set move hours, require reservations and ask for the mover's insurance certificate. Ask for the rules in writing before you book.
