How are local moves priced in California?
Under the Maximum Rate Tariff 4 issued by the Bureau of Household Goods and Services (BHGS), moves of 100 miles or less may be priced by the hour or by distance and weight. Hourly billing covers loading, unloading and double the driving time between origin and destination, rounded to the quarter hour.
Moves over 100 miles must be priced by weight and distance instead. A move from San Diego to the Bay Area is still a California move under BHGS, just not an hourly one.
How much does a local move cost in San Diego?
HireAHelper's San Diego page (October 2026) shows two movers at about $150.19 an hour with a two-hour minimum, a median labor-only booking of $503.72 and a median full-service move of $973.45. moveBuddha's San Diego calculator shows full-service local moves from about $506 for a studio to $3,539 for a three-bedroom.
The two sources measure different things, which is why their figures differ. Our cost guide breaks down what each includes.
What paperwork should a local mover give you?
For a move within California, the mover must give you a written estimate only after a visual inspection; BHGS says verbal or internet estimates are illegal and may not be enforceable. If you book three or more days ahead, you should receive the Agreement for Moving Services and the Important Notice About Your Move, both showing a Not to Exceed price, at least three days before moving day.
The mover also owes you the booklet "Important Information for Persons Moving Household Goods." A mover that fails to provide it must pay you $100 at the end of the move.
Can the price go up on moving day?
Only through a signed Change Order for services or items you add. The tariff requires both parties to sign it before the extra work starts, and BHGS says a Change Order can't be used simply because the mover underestimated. Once you pay the Not to Exceed price plus valid Change Orders, the mover must unload.
