How is packing billed on a California move?

The 2026 Maximum Rate Tariff defines packing (before loading) and unpacking (after unloading) as accessorial services. On hourly moves, packing time is recorded and billed at no more than the tariff's Item 340 rates. Ask each mover whether materials are included or charged per box.

Should you pack yourself?

Packing yourself saves labor, but California's tariff uses standard carton weights for claims, such as 20 pounds for a carton under 1.5 cubic feet and 50 pounds for a book carton. Damage to owner-packed boxes can be harder to claim, so let the mover pack fragile items if coverage matters.

BHGS recommends moving irreplaceable items yourself.

Can the mover add packing on moving day?

Only with a signed Change Order for Services, which must be signed before the extra work begins. If you're not sure you'll finish packing, ask for a packing estimate up front.

Frequently asked questions

Is packing included in a moving estimate?

Not automatically. California treats packing as an accessorial service, so make sure it's listed on the estimate.

Can a mover charge extra for packing I didn't plan for?

Only through a Change Order signed before the work starts.
